Deploys the CAIPE Webex bot surface.
Webex routes CAIPE requests through the UI/BFF using CAIPE_API_URL; the BFF
applies authz and streams through Dynamic Agents.

Use charts/ai-platform-engineering/charts/webex-bot/values.yaml for the
complete value schema.
Each bots entry requires spaces.accessMode (disabled, allowlist, or
all_spaces) and directMessages.accessMode (disabled, allowlist, or
all_users). all_spaces requires spaces.defaultTeamSlug and
spaces.defaultAgentId; all_users requires only
directMessages.defaultAgentId.
